Rugwegwe holds a master of specialisation in Agriculture production value chains management from VHL University of Applied Sciences in the Netherlands and a bachelor’s degree in Economics and business administration from Bugema University in Uganda. His hobbies are to participate in community development engagements activities.

His activism intends to advocate for human rights and work with corporates to decarbonize their operations to reach net-zero emissions. Because food security and dignity are basic human rights and living on a planet free from pollution can be achieved. His dream of creating HCI-Maendeleo come in 2009 when he volunteered with high school students to construct house for one of the vulnerable olde widow in the neighbourhood. He realised how small actions and strengthened communities can enrich environment and millions of vulnerable people with resilient and sustainable solutions to food and livelihood security.
